Workshop in Public Procurement
AmCham and the Ministry of Economy provided representatives of the business community with a comprehensive overview of the new provisions of the Public Procurement Act.
The American Chamber of Commerce in Croatia, in cooperation with the Ministry of Economy, organized a full-day professional training workshop on the latest amendments to the Public Procurement Act.
The workshop was delivered by Ljiljana Mavračić Tišma, PhD, Head of the Public Procurement Policy Development Sector, and Mateja Matković, Head of the International Cooperation, System Development and Harmonisation Service at the Ministry of Economy.
Participants were introduced to the key amendments to the Public Procurement Act and their practical implications for contracting authorities and economic operators. Particular emphasis was placed on the new legal framework for low-value procurement, updated procurement thresholds, the implementation of low-value procurement procedures through the Electronic Public Procurement Classifieds of the Republic of Croatia (EOJN RH), market consultations, publication of procurement plans and contract registers, contract modifications, grounds for the exclusion of tenderers, conflicts of interest, criminal record requirements, bid evaluation procedures, VAT-related issues and tax debt provisions, digital contract signing, remedies, and financial guarantees.
Through practical examples and discussion, the speakers clarified the key implementation challenges arising from the new legislative provisions and answered participants' questions. Participants holding a valid public procurement certificate received professional development credits towards the renewal of their certification. The workshop lasted eight hours.
