2026 Policy Issues

1. Value of Innovation in Healthcare

• Patients in Croatia often have more limited range of available new and innovative medicines compared to patients in many other EU. Limited availability of innovative therapies affects patient outcomes and puts additional pressure on the healthcare system, highlighting the importance of how new medicines are evaluated, introduced, and made accessible in everyday healthcare.

2. Regulation on the Inclusion of Medicines on the Reimbursement List

• The Ordinance that defines the reimbursement procedure and determine which medicines are covered by public health insurance in Croatia is expected to change to reflect new EU requirements and recent updates to national medicine legislation. These rules play a key role in how quickly and under what conditions medicines become available to patients through the public healthcare system.

3. Private Healthcare as a Partner of the Public System

• The role of private healthcare in the public system is not clearly defined and which results in a limited collaboration while the public sector is under increased pressure. By examining opportunities for collaboration, public-private partnerships in targeted areas of healthcare, with the potential to alleviate the burden on public system should be encouraged.

The Committee will monitor all legal changes during 2026 by the Ministry of Health and other competent authorities and react as necessary. Committee will also work on the topic of sustainable healthcare financing jointly with the Trade and Investment Committee.

Additional topics outside the plan that Committee will continue advocating are Health Technology Assessment and Obesity Treatment.
