2026 Policy Issues

1. Croatia as an investment hub

• Croatia’s geopolitical position and potential to become a regional transport and energy hub could be used to attract global companies to relocate some of their operations and productions. Especially if global trends such as nearshoring are considered. The goal is to provide multiple recommendations for improving the overall investment policy.

2. Sustainable Healthcare Financing

• Croatia’s healthcare system is under growing financial pressure as the population ages, more people live with chronic illnesses, and there are ongoing shortages of healthcare workers. At the same time, expectations for timely, high-quality care continue to rise. The way healthcare is currently funded relies heavily on payroll contributions and includes structural inefficiencies, making it increasingly difficult to ensure that the system can meet future needs in a stable and sustainable way.

During 2026, Trade and Investment Committee will closely monitor and timely react if deemed necessary on key topics that include:

• Taxes
• Investments
• Administrative and parafiscal unburdening
• EU funds and allocation of resources for specific sectors and priorities
• Labor Act (Equal Pay Directive)
