Workshop in Public Procurement

The topic of the workshop is “Public Procurement Act – Application and Practice”. The workshop lecturer will be Ljiljana Mavračić Tišma, PhD, Head of the Sector for the Improvement of Public Procurement Policy from the Ministry of Economy.

First two hours:

Current Developments in the Public Procurement System and Practical Application of Legislative Provisions

• overview of the most important changes and current developments in the public procurement system
• application of new legislative provisions in the practice of contracting authorities and economic operators
• market analysis and involvement of economic operators in the preparation of public procurement procedures
• preliminary consultation with interested economic operators
• procurement documents, technical specifications and selection criteria for economic operators
• identifying irregularities and restrictive requirements in procurement documents
• practical examples, interpretations and decisions of relevant institutions in the field of public procurement

Second two hours:

Preparation, Examination and Evaluation of Tenders and Legal Protection in Public Procurement Procedures

• preparation of a valid tender
• demonstrating compliance with the selection criteria for economic operators
• groups of economic operators and reliance on the capacities of other entities
• electronic communication via EOJN RH
• examination and evaluation of tenders
• clarification and supplementation of tenders
• abnormally low tenders
• legal protection of economic operators
• appeal procedure and the most common grounds for appeal
• practical examples, interpretations and decisions of relevant institutions in the field of public procurement

The workshop is intended for AmCham members and will be held in Croatian. Holders of a valid public procurement certificate will be entitled to points towards the renewal of their certificate.

Participation is free of charge for AmCham members. The number of places at the workshop is limited, and places will be allocated in the order of registration.
