The pandemic and earthquake have further strained Croatia’s already slow judicial system, creating backlogs and uncertainty for businesses. AmCham proposes measures to improve court efficiency, such as introducing two-shift work, setting strict case deadlines, promoting mediation and arbitration, merging registers into a national court registry, and digitalizing hearings. We also recommend amendments to the Companies Act to simplify share transfers and company closures, particularly for foreign investors. The goal is to strengthen legal certainty, attract investment, and create a more predictable business environment in Croatia.
