Business Environment Improvement Initiative � Proposed by Bilateral Chambers of Commerce in Croatia

According to the 2018 Global Competitiveness Index, Croatia ranks 68th out of 140 countries and last among EU members.

In the World Bank’s Doing Business 2019 report, it fell to 58th place. A survey by bilateral chambers identified the main barriers to business as a lack of skilled workforce, high labor taxation, inefficient public administration, and legal uncertainty. The business community calls for reform and digitalization of public services, reduction of labor taxes, and stronger alignment of education with labor market needs. Greater focus on practical training and dual education is seen as essential to prepare a workforce that meets the demands of the economy.
