AmCham Croatia supports the government's goal of enhancing transparency but believes the proposed Lobbying Act lacks clarity and operational effectiveness. Criticism focuses on the overly broad definition of lobbying, ambiguous registration rules, and disproportionate reporting duties placed on lobbyists rather than those being lobbied. AmCham recommends a clearer definition of the lobbying process, publication of public officials' calendars, and linking the Lobbyist Register with the e-Consultation platform. It highlights risks of administrative burden and calls for alignment with EU practices and GRECO/OECD guidelines. Ultimately, AmCham suggests withdrawing the draft from public debate and forming an inclusive working group.
