The American Chamber of Commerce in Croatia (AmCham) raises concerns over the draft Packaging Waste Ordinance that restricts the role of producer organizations to hazardous waste only. This approach contradicts market competition principles and hampers Croatia’s ability to meet EU recycling targets. AmCham recommends equal roles for the Environmental Protection Fund and Producer Responsibility Organizations, enabling producers to fulfill their EPR obligations through competitive systems. The ordinance should open the market to all packaging waste categories and promote more efficient, economically viable recycling practices aligned with EU Directive 2018/852.
