The digital transformation of healthcare is crucial for empowering citizens and building more resilient health systems. The COVID-19 pandemic accelerated the adoption of digital tools such as telemedicine, AI assistants, e-prescriptions, and mobile health apps, while the European Union emphasizes the importance of developing a common European Health Data Space.
Croatia stands out with its e-Health system, the Health Portal, and CEZIH, but challenges remain in terms of interoperability between hospital systems, the legal framework for telemedicine, and the digital literacy of both citizens and healthcare professionals. Best practices from the Czech Republic, Finland, Estonia, and the United Kingdom demonstrate how digital registries, cross-border data exchange, and AI solutions can improve treatment outcomes and system efficiency.
By 2027, Croatia should ensure integrated patient care, develop unified registries, promote digital tools for monitoring and decision-making, and introduce centralized telemedicine solutions. Key priorities include interoperability, stakeholder education, and strategic planning to enable the modernization and sustainability of the healthcare system.
