Improving Competitiveness through the Tax System
The American Chamber of Commerce in Croatia (AmCham) reviews the country’s tax system after EU accession and calls for a comprehensive tax reform to boost competitiveness and attract investment.
The document emphasizes the need for stable legislation, better regulation, transparency, and stakeholder involvement in policymaking. Proposed short- and long-term measures include: advance notice of tax changes, longer public consultations, reducing administrative burdens, ensuring equal treatment of taxpayers and authorities, introducing out-of-court tax settlements, lowering the tax burden on labor and other benefits, supporting tourism and the digital economy, and incentivizing investments in innovative companies. The overall goal is to establish a stable and predictable tax policy that fosters economic growth, employment, and retention of skilled workforce.
