Increasing the Availability of Digital Payments in Croatia

The position paper sets out a series of concrete recommendations aimed at building on the progress achieved so far and unlocking the full potential of digital payments in Croatia.

Digital payments in Croatia have changed significantly in recent years. These changes have been driven by broader digital transformation, evolving consumer expectations, and a range of technological innovations enabled by banks and financial technology providers, such as the increased use of mobile banking, QR payments, and digital wallets. This shift has delivered measurable benefits in both the public and private sectors, including simpler transactions, increased fiscal transparency, a reduction in the shadow economy, lower costs, and improved accessibility for citizens and businesses.

Despite substantial progress, cash payments still accounted for 52% of all transactions in 2024, well above the EU average. This indicates the need for further efforts to modernise payment options in Croatia. While preserving cash as a payment option, Croatia should actively promote a pluralistic payment ecosystem that expands the availability and acceptance of digital payments across both the public and private sectors.

Improving Croatia’s digital payments infrastructure requires coordinated efforts by public authorities, financial institutions, and the business community. A joint public–private approach ensures that the infrastructure meets technical and regulatory standards while also addressing the evolving needs of consumers and businesses throughout the country.
