Lorry Drivers and the Implementation of Regulation (EU) 2017/2226

The position paper analyzes the impact of Schengen rules on third-country drivers and proposes solutions for supply chains.

The position paper analyzes the impact of the stricter application of the Schengen short-stay rule 90/180 (90 days within any 180-day period) and the introduction of the Entry/Exit System (EES), which digitally records the entry and exit of third-country nationals, on professional lorry drivers from third countries, as well as the potential negative consequences for supply chains and international trade.

Through amendments to the Foreigners Act, Croatia proposes a concrete solution by introducing a long-stay visa, which represents a significant step in the right direction; however, for the full and effective functioning of supply chains, it is necessary that other countries along transport routes adopt a similar approach.

AmCham Croatia supports the swift adoption of the amendments to the Foreigners Act and the accompanying ordinance in order to reduce legal uncertainty and prevent further disruptions in supply chains.
