Croatia’s rapid tourism growth creates opportunities but also strains its transport infrastructure. Visitor dissatisfaction mainly stems from traffic congestion, lack of parking, and limited reliable transport options.
Outdated regulations restrict the development of modern mobility models, especially ridesharing services.
The European Commission encourages market liberalization and alignment of legislation with the sharing economy. Best practices from EU countries (Lithuania, Portugal, Estonia) show that a new regulatory framework can improve availability and safety.
AmCham proposes introducing a new category of “pre-defined services” into Croatia’s Road Transport Act, requiring transparent pricing, a simplified licensing system, GPS-based fare calculation, and strict driver and vehicle safety standards.
