Public Procurement Training

The European Commission highlighted the importance of professionalising public procurement systems back in 2017, with a particular focus on continuous training and strengthening the expertise of procurement staff.

In Croatia, the current practice shows several shortcomings – public procurement is not part of university curricula, professional literature is limited, and existing training programs are neither standardised nor sufficiently effective.

It is recommended to improve the legislative framework, clearly define the required skills and competencies, and introduce structured, high-quality training programs, in line with European guidelines and the ProcurCompEU tool. High-quality and systematic training is a key first step towards greater professionalism and transparency in Croatia’s public procurement system.
