Recommendations for Better Inclusion of Croatian Stakeholders in European Decision-Making Processes

Although Croatia has been an EU member since 2013, it still does not fully exploit opportunities to actively shape EU legislation.

The country often remains passive in EU working groups, which may discourage investors. AmCham proposes introducing a standardized process for creating national positions, including mandatory consultations with the business community and other stakeholders.

Key recommendations include:

  • launching an online portal to track EU initiatives and collect feedback,
  • establishing a cooperation model between Croatia’s representatives in EU working groups and stakeholders,
  • strengthening the role of the Ministry of Foreign and European Affairs in coordination and monitoring.

This approach would ensure more inclusive, higher-quality, and consistent national positions, facilitate transposition of EU law, and increase trust among the public and investors.
