Recommendations for the Development of E-mobility in Croatia

Rapid industrialization and climate change have driven the shift towards a green economy and the development of e-mobility.

Electric vehicles (EV, PHEV, PHV) reduce CO₂ emissions, improve user experience, and support smart energy grids.

AmCham’s recommendations for Croatia:

  1. Establish a central authority – to coordinate ministries and strategically plan e-mobility development.
  2. Infrastructure development – deploy DC chargers on highways and main routes, remove regulatory barriers, and ensure interoperability between operators.
  3. Optimize incentives – separate financial incentives for EVs from hybrids, introduce tax reliefs, parking and toll privileges, and free or discounted charging.
  4. Education – raise awareness among citizens and local authorities about the social and environmental benefits of e-mobility.

The goal is to cut emissions, develop sustainable transport, and strengthen Croatia’s competitiveness in line with EU policies.
