Recommendations for the Improvement of Allocation of Incentives for Cleaner Transport
Transport is the largest single source of greenhouse gas emissions in the EU, and electric and plug-in hybrid vehicles are a key solution for reducing emissions.
In Croatia, the Environmental Protection and Energy Efficiency Fund supports the purchase of e-vehicles and the construction of charging stations, but implementation faces challenges: insufficient budget, lack of continuity, non-transparent criteria, excessive bureaucracy, and low co-financing rates for charging infrastructure. AmCham proposes increasing and ensuring continuity of incentives, simplifying procedures and documentation, recognizing all justified project costs, introducing tax exemptions for private use of company plug-in vehicles, penalizing irresponsible withdrawals from granted incentives, and establishing a digital system to monitor charging station energy consumption. The goal is to accelerate transport electrification in Croatia, cut CO₂ emissions, and strengthen economic competitiveness.
