Meeting with the Chair of the Parliamentary Committee on the Economy
The American Chamber of Commerce in Croatia held a meeting with Members of Parliament from the Economy Committee of the Croatian Parliament.
The meeting was attended by Ivica Mesić, Chair of the Committee, Members of Parliament Danica Baričević and Petar Šimić, and Karolina Šestak, Committee Secretary.
AmCham presented a wide range of proposals and recommendations aimed at improving public policies and the business environment with the goal of strengthening the competitiveness of the Croatian economy. Particular emphasis was placed on amendments to the Public Procurement Act. AmCham proposes measures to increase transparency, ensure more effective use of framework agreements, and advance the digitalization and mandatory publication of simple procurement procedures.
In the area of the global minimum corporate tax (Pillar II), AmCham highlighted the need to adapt the legislative framework in order to maintain Croatia’s attractiveness for new investments. Proposals include introducing direct cash grants as a complement to existing measures and providing clearer definitions of the impact of the global minimum corporate tax on the Investment Promotion Act.
AmCham also presented positions in the field of digital transformation – “Data Economy and Data Monetization in Croatia” and “Accelerating AI Adoption in Croatia”. The main objective of these initiatives is to establish a legislative framework that sets clear rules for the development and monetization of data-driven solutions, as well as the implementation of measures that horizontally support the economy in the application and development of AI technologies.
Finally, AmCham presented its tax system reform recommendations for 2025, which include an increase in personal allowances, a reduction of personal income tax rates, with a particular focus on strengthening incentives for research and development, as well as the introduction of a corporate income tax relief based on payroll costs.
The meeting was also attended by Dražen Malbašić, Policy Director of AmCham, and Tomislav Vidović, Policy Officer of AmCham.
Mr. Mesić thanked the AmCham representatives for their recommendations and expressed his readiness for continued cooperation with AmCham on business community initiatives aimed at improving Croatia’s business environment.
