Press Release - Virtual event with Minister of Justice and Administration Ivan Malenica

“The Ministry is working in two directions when it comes to increasing the efficiency of the courts; legislative framework and digitalization. In addition to the amendments to procedural acts such as the Civil Procedure Act, in which we will prescribe deadlines for decision making, in this year the Ministry wants to solve cases that are older than 7 years using a strategic approach. By introducing new digital solutions we will enable quicker and easier communication with the judicial authorities for everyone involved. This is the approach that we want to develop,” said Justice and Public Administration Minister Ivan Malenica at an AmCham virtual event.

“Judiciary is a key topic when it comes to further developing the Croatian economy. For precisely these reasons, we are extremely pleased that we had the opportunity at the end of last year to present to Minister Malenica and his associates AmCham’s recommendations for judiciary improvements. Following general recommendations, AmCham will continue to work on establishing a successful system of collection of receivables with a focus on the Enforcement Act and the Bankruptcy Act. The use of AI in the judicial system and the digitalization of the Registry of business shares are additional topics that AmCham will be dealing with this year,” said Andrea Doko Jelušić, Executive Director of the American Chamber of Commerce in Croatia.

“Judicial efficiency and the improvement of legal certainty of the business and investment environment are of great importance for the business community because they are a prerequisite for stability of business operations in Croatia. The business community and AmCham members are very interested in plans regarding deregulation and removing administrative barriers to business, future of digitization of the judiciary, activities aimed at improving legal certainty and transparency of business, and the efficiency of the judiciary and the legal system. Therefore, we welcome the future plans of the Ministry of Justice and Public Administration regarding the continuation of the reform and digitalization of the judiciary,” said Ruža Tomić Fontana, President of AmCham’s Board of Governors.

Participants at the event also discussed future activities regarding the digitalization of the judiciary, that is, the announcement for the development and creation of new tools, such as the inclusion of new judiciary authorities in e-Communication, development and upgrading the e-File system in terms of establishing an algorithm for the allocation of cases, designing a new e-Enforcement system which would enable the submission of electronic forms – applications for enforcements based on authentic enforcement, and connecting the Ministry of Justice and Public Administration services to EU systems.
